Case Background

Rodrigo Roa Duterte, the former President of the Philippines, appeared before Pre-Trial Chamber I of the International Criminal Court in The Hague from 23 to 27 February 2026 for a confirmation of charges hearing. The ICC prosecutor alleges Duterte is criminally responsible for thousands of killings carried out during his notorious 'war on drugs' campaign.

The alleged crimes span his time as Mayor of Davao City and as President of the Philippines between 2011 and 2019. If charges are confirmed, the case will proceed to a full trial before a Trial Chamber. Duterte, 80, was surrendered to the ICC in March 2025 following the issuance of an arrest warrant.

The Philippines withdrew from the ICC in 2019, but the Court asserted jurisdiction over crimes allegedly committed before that withdrawal. Public hearings are webcast via the ICC's official channel. A decision on confirmation is expected within 60 days of the hearing's conclusion.
